[PATCH] small fix to reboot.c

small fix to reboot.c

Keir, I'm not sure why we have a errno defined at the top of reboot.c,
but it's never used in this file.
Another fix is err2 is only needed when CONFIG_MAGIC_SYSRQ is defined.
